The authors of this Research Report state that evidence collected from a number of case study cities has demonstrated that an effective implementation of a judicious mix of policies and technologies could enable cities to tackle and control this seemingly intractable conundrum. This Research Report contains six case study analyses that focus on the question of how, and to what extent, the problem of water loss has been managed and resolved in the selected cities.
