Dr. Frederick Lee, Executive Director of the Water Centre, delivered a presentation that highlighted two concepts—the long-tail and the Water Efficiency Index—that are compelling us to re-examine the underlying premises of Hong Kong’s water conservation strategy. Research on the city’s water consumption pattern has revealed a long-tail pattern, heavily skewed to the right. This discovery calls for a new, targeted approach to water conservation: Focus on the high-consumption users. He also discussed the need to develop a robust methodology to establish a set of Water Efficiency Indices as a benchmarking tool to assist the business sector to measure and evaluate their water use performance.
